HRMS Assam Portal – Online Teacher Transfer System

HRMS Assam Portal: With a view to improve the quality of Education and to maintain better Pupil Teacher Ratio (PTR) in the schools, Education Department, Government of Assam has decided to change the usual process of transfer of teachers from offline to online. As a part of this process, the education department has launched an online portal called “Teacher Transfer Management System”.

The Online Portal for Mutual Transfer Application will be active from today 01/02/2026. The Education minister today announced in a Facebook Post

Through this portal, all category of Teachers of Govt./ Provincialized Schools from Lower Primary to Senior Secondary Schools may now register and submit their service profile details in the web portal https://hrmsassam.in for smooth implementation of transfer and other services.

How to Register in HRMS Assam Portal

All category of Teachers of Govt./ Provincialized Schools of Assam starting from Lower Primary (LP) to Senior Secondary Schools (SS) who want to get them transferred to desired locations may now apply online . For this purpose, he/ she may now register and submit their service profile details in the TTMS portal within stipulated time period. 

Only after submission of service profile details, they will be able to submit preference for transfer.

Steps for Online Registration:

1. Click on the link given below.

2. Click on “Create Account” button.

3. Enter required details – Name, Email id, Gender, DOB, Mobile number and select a password and submit button.

4. Next again click on Submit Service Profile link and sign in to TTMS portal using Login button.

5. After logging in you have fill up your personal details as asked in the following 11 sections:

  • School details (Elementary/ Secondary)
  • Personal Details
  • Academic Qualification
  • Professional & Other Qualification
  • Service Details
  • Salary Accounts & Other Official Account Details
  • Service Records
  • Award Received
  • Promotion Details
  • Other Details and

Documents to be uploaded in TTMS Portal

  • All teachers looking for transfer and posting to their desired locations have to mandatorily upload copy of the following documents.
  • TET Marksheet cum Certificate
  • D. El Ed. or B. Ed Mark sheet
  • HSLC Mark sheet
  • HSSLC Mark sheet
  • Graduation Mark sheet
  • Post Graduation Mark sheet
  • Proof of Date of Birth
  • Appointment Letter
  • Cast Certificate

Note: For those teachers who had joined before 3rd September, 2001, uploading
of TET Mark sheet cum Certificate and OD. El. Ed. or B. Ed Mark sheet is not
mandatory.

The maximum size of each of the supporting documents should not exceed 300KB.

Photograph & Signature

  • Teachers have to upload one clear passport size photograph and copy of scanned signature. Maximum size of each should not exceed 50 KB.

Teacher Transfer Eligibility & Preference Rules (Assam)

The following guidelines outline the eligibility criteria and order of preference for teacher transfers, including inter-district and intra-district transfers.

Minimum Service Requirement

  • Male Teachers: Minimum 7 years of continuous service in the same district/place.
  • Female Teachers: Minimum 5 years of continuous service in the same district/place.
  • Differently-Abled Teachers: Minimum 2 years of continuous service in the same district (eligible for preference).

Order of Preference in Transfer

1️⃣ Differently-Abled Teachers

  • Preference to differently-abled teachers with 2 years of service.
  • Differently-abled female teachers preferred over differently-abled male teachers.
  • Percentage of disability will be considered.

2️⃣ Length of Service

  • Male teachers with 7+ years: Longer service gets higher priority.
  • Female teachers completing 5 years preferred over similarly placed male teachers.

3️⃣ Female Teachers – Special Priority

Preference will be given to female teachers:

  • Who are widows.
  • Suffering from critical diseases.
  • Whose children, husband, parents, or in-laws suffer from life-threatening diseases.
  • Serving in remote area schools.
  • Seeking transfer near their Government-employed spouse’s posting location.

4️⃣ Health Grounds

  • Teachers, spouses, or children suffering from serious/life-threatening diseases may be considered by the State Level Committee (SLC) without completing minimum service.

5️⃣ Difficult Area Posting

  • Teachers serving long periods in difficult areas may be considered for intra-district transfer even if minimum service is not completed.

6️⃣ Seniority Rule

  • Senior teachers preferred over juniors.
  • Order: Service Seniority → Age Seniority.

Mutual Transfer Conditions

  • Category and medium of instruction must be the same.
  • L-1 level of both applicant teachers must match.

Important Restrictions & Conditions

  • After transfer, no new transfer for 2 years.
  • Applicant teachers shall not be rationalized until transfer is finalized.
  • Teachers appointed in mismatch medium schools may be transferred without minimum service completion.
  • In-charge Principals/Head Teachers cannot be transferred without approval of the Appointing Authority.
  • Teachers from Tea-Tribe Community posted in Tea Garden areas shall generally not be transferred (except exceptional cases).

PTR (Pupil-Teacher Ratio) Rules

  • Secondary School PTR: 40:1 (Subject-wise considered).
  • District-wise PTR considered during rationalization.
  • No single transfer from High PTR district to Low PTR district.
  • Inter-district single transfer allowed only:
    • From Low PTR → High PTR district
    • Without affecting originating district PTR
    • As per latest Shiksha Setu portal data.
  • In Upper Primary Schools:
    • Single subject teachers (Science/Math Graduate Teachers, Hindi Teachers, Sanskrit/Arabic Teachers, etc.) will not be transferred if it affects academic balance.

Mutual Transfer Apply Process:

The online process of Mutual Transfer has been opened. All teachers who are willing to apply for Mutual Transfer may submit online applications at the official portal i.e https://hrmsassam.in from 16th February 2022 to 17th March 2022. Candidates may follow the below given steps:

  • Click on Online Mutual Transfer Application Link .
  • The official TTMS Portal will be opened .
  • Log-in with your credentials .

There are two options for Mutual transfer:

Case-1: Teachers having Co-applicant can apply for mutual transfer by sharing Aadhaar No./ PAN No./ Teacher Code and Co-applicant has to give consent for mutual transfer.

Case-2: Teachers do not having co-applicant can apply for Mutual transfer asking for some co-applicant in three different options in order of preference.

While applying for Mutual transfer the teacher category, medium of instruction and subject taught should match against an applicant (2nd option i.e. desired place) or co-applicant (Known teacher with whom mutual will be applied in consent).

In 1st option either Aadhar No. or Teacher ID or PAN No. is to be shared for a known co-applicant with whom a Teacher wants to apply for Mutual Transfer subject to the condition that above criteria should match and co-applicant has already applied.
